In short, the Bush's administration would not ignore the Hwasung site even though it is filled up and their own intelligence agents reported their own opinion. Dear Mr. President:

Before I decided to write this letter to you, I had prayed without food for three days. One email letter from America convinced me to tell you the message that I have tried to tell many political and military leaders in South Korea, but in vain.

대통령각하

각하께 이 편지를 쓸 것을 결심하기 전에 저는 사흘동안 금식하며 기도하였습니다. 남한의 정치 및 군 지도자들에게 전하였으나 결국 헛수고가 되고 말았던 내용을, 미국으로부터 받은 한통의 이메일에 확신을 가지고 각하께 말씀드리고자 합니다.

The message is, at the city of Hwaseong, 20 kilometers from S. Korea’s capital, Seoul, there must be the underground tunnels built by North Korea, which were designed for a surprise attack on the US Air Force Bases at Suwon, Osan and Songtan as well as Korean troops stationed around those places.

드리는 말씀은 남한의 수도 서울로부터 20킬로미터 지점에 위치한 화성시에는, 그 부근에 주둔하고 있는 한국군은 물론 수원 오산 송탄의 미공군기지를 기습공격하기 위하여 계획된, 북한에 의하여 건설된 지하터널이 틀림없이 존재하고 있습니다.

I am a pastor of Presbyterian Church located at Hwaseong City and currently a field header of Invasion Tunnel Hunters Group (ITHG). I was an ordinary resident, not a member of ITHG. The following incidents convinced me the existence of the North Korean Infiltration Underground Tunnel.

저는 화성시에 위치한 장로교회의 목사이며, 현재 남침땅굴을 찾는 사람들(약칭 남굴사 )의 현장 본부장을 맡고 있습니다. 저는 본시 남굴사의 멤버가 아니었고 평범한 거주민이었을 뿐입니다. 그런데 다음과 같은 뜻밖의 일들이 저로 하여금 북한남침땅굴의 존재를 확신하게 만들었습니다.

(1) The Incident on Subterranean Water of a Deacon’s House (December 18, 2002)

We had a lot of rain last year and we did not have any problem of using the water coming from the underground. All of a sudden, he had water with yellow soils and a little later found his well completely drained. He asked for help from me, so I went his house. After checking the underground water system, including the motor, I could not find any apparent reason. I immediately reported to the ITHG and they investigated several times and made a conclusion that the underground tunnel was built around his house.

작년에는 많은 비가 왔었기 때문에 우리가 지하로부터 물을 길어다 사용하는데 어떤 어려움도 없었습니다. 그런데 갑작스럽게도 그 집사님은 황토색의 지하수를 받게되었으며 잠시 후에 그의 우물은 완전히 말라 버리게 되었습니다. 그는 저에게 도움을 요청하므로 그의 집에 가게 되었습니다. 모터를 포함한 지하수 설비를 점검하였지만 어떤 뚜렷한 이유를 발견할 수가 없었습니다. 저는 즉시 남굴사에 알렸으며, 남굴사에서는 몇 차례 조사하였고, 남굴사에서는 그 집사님 집 주위에 땅굴이 구축되어 있다는 결론을 내렸습니다.

(2) The Incident on Peculiar Noise of Machine Operation Under the Ground of Church (April 7, 2003)

Around 5:00 AM, my church members and I heard the roaring sound of the boring machine from the underground of our church at the early morning prayer meeting. After exploring using a technique called dowsing, which is an ancient method of locating hidden objects by sensing their energy through the metal rods to help to focus the energy, the ITHG made a tentative conclusion that the tunnel was built through the underground of the church.

오전 5시경 우리교회 교인들과 저는 새벽기도회 모임중에 교회지하로부터 천공기의 굉음을 들었습니다. 남굴사는, 에너지의 집중을 도와주는 쇠막대를 통하여 에너지를 감지하므로써 숨겨진 물체를 찾아내는 옛날부터 전해져오는 방법인 다우징이라고 불리는 기술을 사용하여 탐사한 후, 터널이 교회지하를 통과하여 건설되었다는 조심스런 결론을 내렸습니다.

When I realized that the underground tunnels were built in this area, I could not live as an ordinary resident and pastor of the church. Our church began to serve breakfast and lunch for the members of ITHG who worked to detect the entrance of the infiltration tunnel at the current site of Hwaseong City under the supervision of Mr. Choi, Min-young. The ITHG scooped out a 20-yard-deep hole the size of a small house, 200 yards from a S. Korean army base. Not supported by the Korean government and short of cash, they couldn’t rent a drill rig and thus were unable to break into a cavity they were seeking.

제가 지하터널이 이 지역에 구축되어 있다는 것을 실감하였을 때, 저는 더 이상 평범한 거주민이나 목회자로 살수가 없게 되었습니다. 우리교회는, 최민용씨의 감독하에 화성시의 현재 위치에서 남침터널의 입구를 찾기 위하여 일하고 있는 남굴사회원들에게 아침과 점심 식사를 제공하기 시작하였습니다. 남굴사는 군부대로부터 약 200야드지점에 작은 집채만한 크기의 20야드 깊이의 구덩이를 팠습니다. 한국정부의 어떠한 도움도 없이 빈약한 재정상태에서 그들은 굴착장비를 빌릴 수조차 없었으며, 이렇듯 그들이 찾고있는 공간안으로 침투할 수도 없었습니다.

Mr. Choi was collapsed at the end of February due to the unknown reason, but had a similar symptom as Mr. Jung Ji-yong, the deceased one of the core members of ITHG, has reportedly been believed to be a victim of the secret poison needle.

최민용씨는 2월말경 이유없이 쓰러졌으며, 단지 알려지기로 독침에 의하여 희생되었을 것으로 믿어지는 남굴사의 핵심회원중의 한사람이었던 고 정지용씨에게 있었던 것과 유사한 증상이 있었을 뿐이었습니다.

I had no choice but to assume the responsibility for working as a field header, since there was no volunteer working at the site. From March 1 to June 20, ’03, I had worked at the Hwaseong tunnel site. I overworked myself and got myself hurt, so I am taking a rest at home to be treated at the local hospital.

현장에는 일할 지원자가 없었기 때문에 저는 현장본부장으로 책임지고 일하는 데에 있어 선택의 여지가 없었습니다. 2003년 3월 1일부터 6월 20일 까지 저는 화성땅굴 현장에서 작업을 했습니다. 저는 스스로를 혹사하므로 몸이 상하여 지금은 인근병원에서 치료를 받으며 집에서 휴식을 취하고 있습니다.

There are several evidences dug out of the Hwaseong tunnel site, which indicate the existence of the infiltration tunnel around the site. You can hear rhythmic tapping sounds, like hammer on rock, are followed by what sound like muffled human voices and someone saying “yes, yes” in Korean, then the sound of sneezing, four times.

You also can hear the sound for coming and going of underground trains and others such as drilling rock. They were recorded around 16-18m deep in the earth near the infiltration tunnel. Please watch BBC’s of England and Japanese Asahi’s broadcasting news on this site and ITHG.You may also see other evidences proofs found as a result of the ITHG search for the tunnel, such as

(1) the Vietnamese hoe
(2) the yellow raincoat, of which the fabric has been made in N. Korea
(3) the wire rope, which has never been made in S. Korea
(4) the stones of the concrete dug out of the rock
(5) the clear-cut rock, which is artificially cut by the machine
(6) the batteries made in N. Korea

Dear President Bush, the Hwaseong tunnel site might be critical to the security of thirty eight thousand American US soldiers and their families in Korea as well as the national security of S. Korea. As far as I know of, there must be the infiltration tunnel here, but the government including the department of defense has covered up the truth, partly because they do not want to provoke Kim Jeong Il’s regime due to the sunshine policy and they are many secret agents working at every place of the government. The ITHG has never been supported by the government, supported by the contributions and donations of Korean people and now is out of fund.

부시대통령 각하, 화성땅굴지역은 한국의 국가안보는 물론 한국에 주둔하고 있는 3만8천명의 주한미군과 그 가족들의 안전에 심각한 상황을 제공할지 모릅니다. 제가 알고있는 한 이곳에는 남침터널이 틀림없이 존재합니다 그러나 국방부를 포함한 정부당국에서는 진실을 은폐하고 있습니다, 그 이유는 햇볕정책 때문에 김정일정권을 자극하기를 원치 않거나 혹은 정부의 여러 곳에서 활동하고 있는 다수의 간첩들 때문입니다.

남굴사는 결코 정부로부터 지원을 받지 않았으며 한국국민의 기부와 기증에 의하여 후원 받았으며 지금은 자금이 바닥나 있는 상태입니다.

As a pastor following the truth, I am ready to sacrifice myself and ready to give my own life to detect the tunnel at this site for my own country, Korea and our blood alliance, America. Now, the Roh’s regime is going to fill up the current site by August 12, 2003. I am praying and continue to pray that you will help us in detecting the tunnel at the Hwaseong site before it is too late. My little dream is we can sing and listen to Christmas carol on the Christmas day.

Whenever I hear a news report that U.S. soldiers have been killed in Iraq, my heart is broken. Surely, you feel the same way I feel about the death of our soldiers. The fact that thirty eight thousand (38,000) American soldiers, which are stationed in South Korea, could be killed or captured has urged me to write this letter and send it to you along with Pastor Kim’s private letter, which has been translated into English by me.

As you read in his letter, you can see that Pastor Kim Jin-chul was an ordinary pastor at a Presbyterian church at Hwaseong, in Korea. He was leading his church members physically as well as spiritually by delivering God’s messages and doing good deeds for them, but now he is the field header of the Invasion Tunnel Hunters Group (ITHG), a group that has been
hunting for the North Korean secret invasion underground tunnels built in S. Korea. They are now working at the Hwaseong tunnel site to uncover the secret passages of the tunnel. The Korean government has never supported the ITHG and now they have virtually stopped detecting the North Korean infiltration underground tunnels at the site, due to their poor financial status.

There is no way for me to tell you about the existence of the North Korean invasion tunnels at the Hwaseong tunnel site, since I have not visited the place myself. I frequently visit its website, http://ddanggul.org, read their reports, see various messages and evidence found from that site, and listen to a variety of sounds recorded from underground. If such an infiltration tunnel exists as the ITHG has insisted, two U.S. air force bases at Osan and Suwon might be the objects of a surprise attack from a N. Korean special army group. In fact, all of our soldiers at such air force bases would be in great danger of being killed or captured by a N. Korean army coming out of such invasion underground tunnels.

Kim Jong-Il, the current dictator of N. Korea, believes he can win a military victory in S. Korea overnight by sending 140,000 special groups of army through the hidden underground tunnels of infiltration into the US army and air force bases in S. Korea. The Monthly Chosun of Korea published that Kim JI has imported 300,000 suits of military uniforms of South Korea through Hong Kong for this very purpose.

현재 북한의 독재자 김정일은 숨겨진 지하침투터널을 통하여 남한에 주둔하는 미군기지와 공군기지안으로 140,000명의 특수부대를 들여보내므로, 하룻밤 사이에 남한에서 군사적인 승리를 거둘 수 있다고 믿고 있습니다. 한국의 월간조선은 바로 이러한 목적을 위하여 김정일은 홍콩을 통하여 300,000벌에 달하는 남한 군복을 수입하였다고 발표하였습니다.

The ITHG actually discovered such an invasion tunnel at Yeoncheon, 20 km south of the DMZ, but the former-President Kim DaeJung reversed the decision made by the court by stating that Yeoncheon Tunnel is a natural cave, not a North Korean invasion underground tunnel. Yet Mr. Park Myung-Chul, an ex-colonel of the NK army who defected to the South, testified that when he was the chief of staff in the 88th brigade in 1992, his brigade continued to engage in the digging of the tunnels. In 1986, his brigade completed these underground routes to the city of Yeoncheon. He himself went down into the city through that tunnel.

남굴사는 실제로 휴전선 남방 20킬로미터에 위치한 연천에서 남침터널을 발견하였습니다, 그러나 김대중 전대통령은 연천터널은 북한의 남침터널이 아니라 자연동굴이라고 말함으로써 법원에 의하여 이루어진 결정을 뒤집어 버렸습니다. 남한에 귀순한 전 북한군 대좌 박명철씨 조차도, 1992년 그가 88여단 참모장으로 있을 때 그의 여단은 터널을 파는데 계속 관여하였다고 증언하였습니다. 1986년에는 그의 여단은 연천시로 나 있는 이러한 지하통로를 완성하였으며, 그 자신이 그 터널을 통하여 연천시로 내려갔습니다.

[I do not believe the ITHG will get enough support from Roh’s regime or the department of defense. ...... because it follows the sunshine policy of Kim Dae-Jung. That is the reason why the department of defense has actually ....] As a result, only a small portion of Koreans, mainly Christians, has been concerned about the national security of S. Korea.

Dear President, 38,000 American soldiers and their families in Korea as well as over 47 million South Koreans might be in imminent danger, but a few Korean patriots can’t help but to wait for your help. Please read Pastor Kim’s letter, which is enclosed, visit the website to see the pictures of the four official underground tunnels already discovered, and see for yourself the evidence they have found so far from the current tunnel site. In my opinion, America should do something to help them find these secret
tunnels, before it is too late.

Today I received a letter from Unites States Department of State, written by Director of Office of Korean Affairs, on behalf of the US President, George Bush. I can’t open the letter to the public, but there is some information that I want to share with you as follows:

(i)The United States are working closely to modernize the alliances to meet emerging threats and to engender a long-lasting peace on the Korean Peninsula.

(ii) President Bush reaffirmed the U.S. commitment to a robust U.S. military presence on the peninsula and in the Asia-Pacific region.

(iv) North Korea must completely, verifiably, and irreversibly end its nuclear weapons program. We will not tolerate nuclear weapons in NK and expressed confidence in a peaceful, diplomatic resolution.

4) 북한은 핵무기 프로그램을 완전히, 확인 가능하게, 되돌릴 수 없이 끝내야 한다. 우리는 북한에서 핵무기를 허용하지 않을 것이며, 평화적이고 외교적인 해결의 입장이 확고함을 표명하였다.

My opinions from his letter (these are purely my opinion) are as follows:

(i) I do not think the US troops will withdraw from Korea
completely, even though Roh’s regime shows its unwillingness for US’s request of sending Korea combat troops. The only breakthrough for US- Korea’s better relation is to send Korea combat troops, to show Korea’s willingness to defend for the freedom of Iraq, and to give some warning signals against NK.

그의 편지에 대한 나의 견해 (순전히 나의 견해 )는 다음과 같습니다.

nuclear weapons, US will not and shall not tolerate those weapons in NK by all means. Please pay attention to the word, “MUST” in item number (iv). In America, MUST is MUST, nothing but MUST as you understand the meaning of this word. When you use this word in the USA, it implies that you should do it for any price.

2) 만약 북한이 핵무기를 포기하지 않는다면 ( 나는 쉽게 포기할 것으로 생각지 않습니다. ), 미국은 모든 수단을 동원하여 북한에 있는 그들 핵무기들을 허용하지 않을 것이며, 허용하지 않아야 할 것입니다.

4번째 항목에 있는 MUST 라는 단어에 주목하시기 바랍니다. 여러분들도 이단어의 의미를 아시는 처럼 미국에서 '해야한다'는 '해야한다' 일뿐, '해야한다'이외의 의미는 없습니다. 여러분들이 미국에서 이 단어를 사용할 때, 그것은 어떤 댓가를 치르고서도 해야 한다는 것을 의미합니다.

(iii) Now, the US troops are going to withdraw (being withdrawn to)
Osan and Pyungtaek close to Hwasung. Please read my letter along with Pastor Kim Jinchul’s letter to President Bush. Put yourself in Bush’s shoes for the moment. Your soldiers are being killed in Iraq and the US troops are moving to Osan and Pyungtaek close to the Hwasung Ddanggul site (nobody knows the truth). What would you do if you are him? carefully. You can guess something from them.

You don’t have to be too pessimistic. In the same way, don’t be too optimistic. You may not force the Roh’s regime to do something for or against NK, but you can show your determination to defend the invaluable/priceless freedom of Korea and get united against the evil groups supported by Kim Jeong Il. To prevent another Korean war, it is absolutely necessary to show that S. Korea is ready to wage war if NK provokes.

여러분들은 너무 비관적이지도 말아야 하며, 마찬가지로 너무 낙관적이지도 말아야 합니다. 여러분은 노무현정권이 북한을 위하여, 혹은 북한에 대하여 무엇인가 하기를 강요하지 말기를 바랍니다. 다만 여러분들은 값으로 칠수도 가치를 메길 수도 없이 소중한 한국의 자유를 지키기 위한 여러분들의 결의, 그리고 김정일이 후원하는 악의 무리들과 대항하여 단결하는 여러분들의 결의을 보여줄 수 있습니다.

또 다른 한국전쟁을 막기 위하여서는, 북한이 전쟁을 도발하면 남한은 전쟁을 치를 준비가 되어 있음을 보여주는 것이 절대적으로 필요합니다.

My Dear Koreans. Let me ask you the following question. Are you really ready to enter a war if NK invades S. Korea as it did on June 25, 1950? Yes or no? If yes, you deserve to enjoy the current peace. Otherwise, wake up, you sleepyheads.
